With average monthly costs for water at about $15 to $20 a month, water conservation has a hard time getting attention compared to average heating and cooling costs.

The price of water is going to go up, however, based entirely on the law of supply and demand. By 2012, 36 states are expected to face shortages.

Government incentives in the form of rebates are a proven success, encouraging the purchase of water-conserving products in many states and municipalities.
